Jeff Ottesen, P.E., PSP, CFCC is President and founder of Alta Cascade,
Inc.
Prior to founding Alta Cascade, Mr. Ottesen served as a Senior
Associate and Northwest Regional Manager at an internationally
renowned claims firm in Seattle, Washington where he managed
multiple claims and schedule delay assignments and a staff of
eleven people. Mr. Ottesen has more than 19 years combined
professional experience in dispute resolution services,
construction management, transportation planning and highway
geometric design. He has been involved extensively in EPC
contractor management process improvements and training
engagements in the Power, Transportation and Heavy Civil
sectors. He is skilled in modeling complex analytical,
organizational and cognitive processes, and then simplifying
them into concise, understandable elements. Mr. Ottesen has also
worked with city, county and state authorities. He is a
registered professional Civil Engineer in Washington, Utah and
Wyoming.

Scott Palmer, P.E. has more than 13 years professional
experience. In addition to highway design, his experience
includes serving as the UDOT Section Design Coordinator (July
1998 to March 2001) on the I-15 Reconstruction Project where
responsibilities included representing UDOT in a construction
oversight role, reviewing plans for contract compliance,
evaluating field design changes, evaluating schedule and design
progress payments on monthly invoices averaging $7 million and
performing final acceptance construction inspections. Mr. Palmer
understands the interactions and potential pitfalls between
design drawings and actual field construction methodology. Mr.
Palmer is an expert in P3, P5 and P6 CPM scheduling with experience in
construction claims preparation and rebuttal, and in preparing
expert reports. He is a registered professional Civil Engineer
in Washington, Utah and Wyoming.

Greta Martin, P.E., is a registered professional Civil
Engineer in
the state of Washington and brings 12 years of industry
experience including six years in solely providing
claims analyses and/or expert witness testimony. She is skilled in P3 scheduling
software, schedule delay, disruption acceleration, early
completion, change orders, causation and responsibility and
damages for large construction projects. Retained by the owner,
Ms. Martin was listed as the testifying expert on a power plant
construction project in Alaska. Her presenting of the delay
analysis findings helped facilitate settlement with the
contractor in mediation. Recent assignments include detailed CPM
schedule analyses for large rail, water treatment and high rise
building projects.

Jason Krum is a registered Engineer-in-Training with the
State of Washington. He performs stormwater and sanitary sewer
design, traffic studies and assists senior engineers on project
controls related assignments. Mr. Krum also has 10 years
of experience working in logistics for Boeing and Nintendo of
America.

Celeste Nash works as an Analyst and is responsible for
document control and research tasks. She has diverse work
experience that includes financial planning, management and
technical support.
